I have done that, also.

I have in /usr/other/web/etc/httpd/conf
  ScriptAlias /cgi-bin/ /usr/other/web/etc/httpd/cgi-bin/

[dltaylor conf]$ ls -las /usr/other/web/etc/httpd/cgi-bin/
...
  56 -rwxr-xr-x   1 root     daemon     28175 Oct 27 10:38 webglimpse
  24 -rwxr-xr-x   1 root     daemon     11602 Oct 27 10:38
