Here's what it is. Your comments somehow sparked my memory. I had
forgotten that I'd used a little trick on my old system to shorten the
length of URLs returned by searches. So my files are really in...
/taxa1/home/mbmiller/www/wwwroot/bgnews
...but I set up a symbolic link in...
/bgnews
...so that I could eliminate the '/taxa1/home/mbmiller/www/wwwroot' part
somewhere or other.
So, I forgot to recreate the symbolic links in / when I built my new
system. I knew I had to have made some kind of silly little mistake. It
was giving me this error message...

...but I just didn't realize until a minute ago that it meant /bgnews on
the file system, not /bgnews in the web server directories (webroot/bgnews).
Thank you all very much for coming to my aid. Your comments helped a
great deal because it focused my attention on file permissions and on the
non-existence of a file the system was trying to find.
