META tags and ranking hits (WG)

I am trying to use WebGlimpse on a large site.  
Unfortunately many pages cover similar topics and I'd like to have certain
pages rank higher than others 
by adding keywords in their META keyword tags.

I have tried using the RankHits.pm module to get META tags to rank higher
than keywords in the body.
Unfortunately, it seems like RankHits does not let you emphasize META tags
when ranking hits.
Has anyone attempted to have META tags rank higher than the number of
occurrences in the body text?
If not, can anyone show me an example of how to prioritize other parameters
in RankHits.pm?

Also, it seems like WG does not rank hits according to what percentage of
the search string was entered.
Lets say I enter University of Texas, the first match may contain University
(ca. 33%), even though 
University of Texas (100%) is contained in the 2nd listing, it is listed
second and not first.  
I have seen on the WG site that WG actually ranks using keywords and not
strings.  
Is it possible to search for strings?  
Has anyone used AND/OR functionality to achieve the same?

Any input or example code would be greatly appreciated.
