what I am doing at my university is independent from our web site. The
machines are on different continents. I have done most of the testing on my
private machine at home.

Hold on for a moment. I checked the glimpse code, and it seems to
honor locales if you enable the ISO-8859-1 charset. I just recompiled
glimpse after enabling this option, and I will run some tests now.
