Getting searches to work

NOTE:  Novice alert  .. Novice to both webglimpse and HTML

Working with webglimpse-1.7.6 (haven't tried the latest and greatest
yet) Having quite a time getting basic usage to happen.  

I tried following the instructions in the docs and was able to get a
few searches to happen.  But have done something to botch it up so
that webglimpse is not finding the "archive.cfg" files and gives this
message:

Cannot open configuration file /html-glimpse/archive.cfg 
(same message for all three archives I've confarced)

DocumentRoot is /home/httpd/html  (running apache-1.3.6-7) that
directory has the "html-glimpse" archive in it.  confarc has been run
there and "archive.cfg" generated along with all the other needed
files.  (Its been redone with rmarc several times too)

ScriptAlias is /cgi-bin/  pointing to /home/httpd/cgi-bin.  Which is
where webglimpse is.

I suspected permissions problems:

ls -l /home/httpd/html/html-glimpse/archive.cfg  Shows:

 -rw-r--r--   1 root  reader   1275 Nov 20 08:40 archive.cfg

Can anyone tell what is wrong here?
