Yes, it does work, in all combinations of whole words vs. partial matches,
and case-sensitivity vs. case-insensitivity.

This really points to a problem with the Hebrew locale. Most likely, it is
either not set up properly, or these particular Hebrew locale files are
incompatible with the libc.so of the host.

Note that wgreindex must also be modified to set up the locale properly. I
forgot about this in my instructions a couple of weeks ago. For a German
locale, you would add these lines to wgreindex:

export LANG=de_DE
export LC_ALL=de_DE
 
# This is only necessary if the locale is in a non-standard location
export LOCPATH=<your locale path>


There also used to be a bug in earlier versions of wgreindex that caused
the HTML filters not to be used in glimpseindex. I believe that Golda fixed
it on May 31, 1999, so if you have a version of webglimpse older than that,
you need to update. (Incidentally, the update is necessary anyway, for
security reasons.)
