request for comments - licensing mechanism

Hello all

I'd like to know what people think about this

Its a suggested licensing scheme for shared dev projects.  

I'm planning to release all the parts of Webglimpse that I've written this
way, and start a new branch with them called 'Abra', that does bookmarking,
naming, and brokering searches.  More about that later.
