wg 2.3.0 w/new parsing section

Ok, we have a working prerelease version, that replaces the monster regexp for parsing the glimpse results.  It also has a bunch of other nifty new stuff, like a setting for link popularity and nameable ranking formulas, but some of that is still being tweaked (that's why its prerelease).  It works, and I'm running it on live sites including webglimpse.net, so I think its safe to try out.
