Abolition of the quota system must be designed to ensure an undramatic transition to free
production in 2015. And the present limbo over the future
production and market terms should be kept as brief as possible.
The expectation that the EU milk quota system will be abolished by 2015 is now so widespread that attention is beginning to focus on how this abolition should take place. Nobody wants a shock effect in the market which is why it is vital that measures be launched in connection with the Commission’s health check 2008/09 to ensure a gradual transition to free
production in 2015. In addition, the insecurities prevailing over future
production and market terms should be kept as brief as possible.
The course towards more liberal conditions in the EU dairy sector was shaped by the adoption of the CAP reform in 2003. We have yet to see the full effect of the reduction of intervention prices and decoupling of quota premiums, but there is no doubt that the reform will boost dairy farmer exits in all countries. Moreover, it will make obvious the vastly different competitive situations of milk
production in various countries and regions in the European Union. In some countries the exodus will lead to a downright decline in milk
production while in others we shall see fights over available
production rights leading to high quota prices.
Geographical shifts of
production
In consequence, in connection with the health check, the reform of the dairy policy must be followed by initiatives to the immediate effect that
production can be expanded in the most efficient regions, while declining in others. This would allow a gradual de-capitalisation of the quota system, which is an important element in securing a soft landing. Another element is to avoid a ketchup effect upsetting the market as a result of the move to free
production in 2015.
Instead, the Danish dairy sector recommends that the Commission, in connection with its health check, proposes general quota expansions for all member states beyond the 3 x 0.5 % already adopted. This would automatically bring about the natural geographical shifts of
production as only the financially viable dairy farmers would expand. The exact size of the quota expansions should be fixed in relation to the annual consumption growth in the internal EU market of approx. 1 % while adjusting for a possible fall in
production in certain regions.
A reduction of the superlevy is often brought forward in the quota discussion as an opening to those looking to increase
production. From Danish side we do not find this model attractive. Reducing the superlevy to such a low level that some producers might find it attractive to supply milk, would only serve as a tax imposed on entrepreneurial and competitive producers. These producers are the mainstays of European agriculture in the long term and should not be punished by additional taxes at a time when they are preparing for a future beyond the safe framework of the quota and intervention system.

The central European dairy industry organisations now endorse an abolition of the quota system in 2015. The next major step is to ensure wide support for a smooth transition to free
production. Key elements are predictability and a soft landing. This is best ensured by a gradual quota increase over the coming years.
With this consensus of opinion focus is now shifting to the question of how to bridge the gap between free
production and 24 years of tight milk quota control. Several models have come up over the past few months. They all share the common traits, however, that a longterm gradual expansion of the
production framework – a soft landing – should be aimed for, and that the Health Check should lead to a decision to this effect in order to create the clarity and predictability sought by all those involved.
Both models are relevant primarily to dairy farmers and industry in those countries, where the quota is utilised to the full every year and where there is a potential for increased
production.
Planned quota increases have a straightforward
production value and will provide an opportunityfor the individual farmer to make informed decisions about fixed asset investments as well as quota investments.
A reduction of the superlevy would only make it cheaper than before to exceed the quota. This is likely to make more farmers than previously exceed the quota, but nobody can really predict the scope of excess. A fine/levy would still have to be paid; therefore the individual farmer would not find it economically viable to actually plan this kind of
production increase, let alone make investments against this backdrop.
The industry, too, would find it extremely difficult to predict the overall
production impact of a reduced superlevy, whereas actual quota increases provide the predictability desired in the transition period.

The Danish dairy industry consists of the international dairy group Arla Foods and 33 smaller dairy companies, together processing 4.5 billion kg milk from a total of 60
production plants in Denmark.
Cooperatively owned by Danish and Swedish milk producers, Arla Foods is Europe’s largest dairy group. In 2006 the group processed more than 91% of the Danish and 66% of the Swedish milk pool. Besides, it runs dairy
production in a number of other countries with Arla UK plc as its biggest business.
The 32 remaining Danish dairies are evenly distributed between cooperatively and privately owned businesses. The small dairies typically specialise in various product areas within cheese, butter and liquid milk
production. A large part of their
production is exported by specialised exporters.
The value of all Danish dairy exports totals EUR 1.7 billion annually. The industry accounts for approx. 8,000 jobs. The domestic market is to a large extent a market for domestic dairy
production, although imported cheese and yoghurt now account for approx. 25% and 20%, respectively, of the total domestic consumption. The retail chains have not been successful in introducing German milk to the Danish consumers, and the market share of foreign milk remains modest.
Like the processing sector, the Danish milk producers have seen tremendous structural change, with
production now resting on few, large farms. In 2006 approx. 5,400 dairy farmers each held an average of 97 cows and a milk quota of 834,000 kg. This places the Danish dairy farmers among the largest and most modern in Europe. More than half the cows live in new loose housing facilities.

Denmark is practically the ideal country for dairy
production. Our climate and soil provide optimum conditions for dairy cattle farming.
Archaeological excavations and finds from the stone age show that more than 4,000 years B.C. the first Danes began to burn down forests in order to cultivate land and to keep livestock. The first cattle was probably wild oxen, which were caught and kept in a close. The Vikings kept cows, and medieval frescos show women churning butter. From early on, dairy products formed part of the farmer’s tithes to his king, church and lord of the manor. During the 16th and 17th centuries the Danes became increasingly skilled in dairy
production, eg King Christian IV’s letters show that the court farms were well informed about dairy layouts and equipment.
Developments gained further momentum in the 18th century, particularly in the manors. Here
production was stepped up in order to meet the growing demand from the towns where the population as well as the standard of living were rising. Following the introduction of the agrarian reforms at the end of the century ordinary farmers joined in. Especially butter was produced for resale and in the mid-19th century growing volumes found their way to foreign markets.
In 1882 a group of Jutland farmers decided to join forces to set up a dairy on a co-operative basis. This would allow them to rationalise dairy operations, to afford buying modern
production equipment and to hire skilled dairy professionals. This in turn enabled them to supply high-quality products and to fetch higher prices.
The farmers committed to supplying their entire milk
production to the dairy in return for a claim on the profits according to their milk supply. Consequently, a rich farmer with many cows would take home more money than a farmer with a small herd, but at the general assembly they would be equal: one man - one vote. The co-operative movement was democracy at work.
The co-operative idea soon spread across the country and in 1900 there were more than 1,000 co-operative dairies in Denmark. Without any sort of central management or control they managed, in a matter of just few years, to reshape a large share of the agricultural
production, and the dairy industry found a setting, which has largely applied ever since.

At the Congress of the Danish Cattle Federation on 28 February chairman Peder Philipp summed up the outlook from the producers’ perspective: "There is no joy left in dairying, when we have to size down
production at the end of every quota year in order to avoid excesses. And with prices in a free fall and restrictions on quantity, our hands are completely tied."
Taken together, phases I and II will result in the EU milk producers in 2015 no longer receiving a fair price compensation to counter the setbacks of having to limit their
production every year. The ability of the quota system – through
production curbs – to secure a price level within the Union which is higher than that of the surrounding world, rests solely on the condition that import and export can be controlled. The Gatt/WTO deals stretching into the farm area marked a decisive break with this condition, and the consequences are now really beginning to materialise.
The Danish dairy sector therefore calls on the Commission to adjust the quota system over the next few years to facilitate the ease of abolition in 2015. The reduced intervention prices and the decoupling of the direct support schemes for producers must be expected to make milk
production go down in some countries and regions. In order to prepare the European milk producers and dairy industry for a future under free market terms, it is vital that greater flexibility be introduced in the quota regime to facilitate the transfer of
production to the most competitive regions of the European Union.

But it is equally logical that the Commission should now immediately seize the opportunity to raise milk quotas and thereby embark on the gradual expansion of the
production framework which has been recommended for quite some time as the way towards a final abolition of the quota system in 2015. Everybody’s waiting for the Commission’s health check proposal which will hopefully contain a plan for the last years of the quotas. But we all know that it will take at least a year to have such plan adopted, which means that it can be in force no earlier than in 2009.
The world market depends on larger supplies from the EU. Australia’s milk
production is hit by drought at a time when demand in China, and Asia in general, is soaring. The European Union is the only player with the capacity to even out this imbalance.
It must be obvious that in future not all EU members will be able to utilize their national quotas. The decoupling of the milk quota premiums has made the actual competitive differences across regions stand out quite clearly. Regions, where milk
production is only profitable with support, are seeing a decline. Other regions are experiencing great dynamism, which, however, is curbed by the quota system. Since cross-border relocation of quotas is politically impossible, the only way ahead is a general quota expansion in all countries. However, it needs to be quite generous in order for the countries wanting to utilize it to have sufficient room for manoeuvring to make a real difference to the total EU milk
production and thus the market supply.

In Denmark modern feta
production was initiated in the 1930s from which point this sector of the dairy industry developed slowly but steadily until the first oil crisis turned the Middle East area into an extremely economically powerful and highly demanding market asking vast quantities of feta cheese.
At this time Greece produced approximately 100,000 tonnes of feta cheese whereas
production worldwide was many times bigger. Feta cheese was so common that the annual cheese contest in Wisconsin had introduced a special ‘class’ forfeta cheese alongside the other groups of cheeses produced on a worldwide scale and competing for the championships.
One can only wonder why the Commission has been so persistent in this case, which from a legal point of view is so weak, when it is obvious that a protection of feta as a Greek denomination will have extremely distorting effects not only on feta
production in the rest of Europe but also on the European decision-making process, several EU regulations, which will need to be corrected or rewritten, and on our relationship with our trade partners in the WTO.
